Cool Route Survey

We have received the following

The Cool Route Project, in which Donegal County Council is a partner (www.sailcoolroute.eu) includes all of the National Sailing Organisations in Ireland and the UK and has strategic partners in the Faroe Islands and in Norway.

The project, funded by the Interreg VB Northern Periphery and Arctic Programme, is researching on a transnational collaborative basis, the development and marketing of the overall cruising grounds around Europe’s North Western Seaboard.

Wide ranging research is now being conducted by Cool Route on the Cruising Preferences of sailors in Ireland, the United Kingdom, the Faroe Islands and Norway. This research, which is incorporating the expert views and priorities of cruising skippers, will be an important input to the future development and marketing of cruising in these waters.

Partnership Training

Argyll and Bute Council is offering a half day training course aimed at [s]upporting third sector organisations and their partners to work together to improve [...] outcomes. The course will be looking at partnerships between the public and third sector, third sector and third sector and private and third sector. The course will be in Lochgilphead on 9th December 2015 and needs to be booked by 4th December 2015. More details and a booking form can be found here.

Planning our Future – Michael Russell

On 20th October, Michael Russell MSP, Brendan O'Hara MP and Mike MacKenzie MSP wrote to the local Community Councils about Argyll and Bute Coucil's Planning our Future consultation. The letter contained this document that sets out [their] objections to the cuts [and] includes a comprehensive alternative. Today we have received a second document (also 'signed' by Councillor Sandy Taylor) that deals with the Council’s consultation now underway and offers some suggestions for those who are intending to respond to it.

Achnacroish Antennas

Cal Mac has confirmed that the antennas have been installed by Cal Mac to provide wifi to the ferry and waiting room, for use by ferry passengers and all users of the waiting room and that they will also allow the ferry staff to connect to Cal Mac systems. The network is, apparently, still being developed and so no date is available at present for when this service will start.

Forestry Consultation

The Forestry Commission Scotland is reviewing its consultation procedures. It is holding a workshop in Perth from 10am to 3pm on 30th November 2015 entitled Consultation on forestry activities considered and approved by Forestry Commission Scotland (Woodland creation; felling licences; Forest Plans; Environmental Impact Assessment;): how does it work and could it be done better?. Argyll & Bute Health and Social Care Partnership is consulting on their (226 page) Strategic Plan 2016/17 – 2018/19. Lismore Community Trust AGM

Lismore Community Trust will be holding its Annual General Meeting on 5th November 2015 and more information can be found here. The agenda is here. The draft minutes of the previous AGM are here. If you think you might be interested in being a Trust director, here is a form for nominating a director. Attendees will be asked to approve the accounts for 2014-15.

Trees overhanging the road

The Community Council has received a number of complaints about this. It is the responsibility of every land owner to cut back to the road boundary all trees that originate on their land. If a tree is causing a problem, you can inform the land owner and ask them to cut it back. If this is not successful or you don't know who the land owner is, you can contact the Community Council. Argyll and Bute Council has the power to cut back problem trees and then bill the land owner for the work done. Hopefully any problem can be resolved before this point.

A85 Road Closure

BEAR Scotland have let us know that the A85 near the Pennyfuir cemetary will be closed as follows between Sunday 25th October and 1st November 2015.

[The] closure [will begin at] 2150hrs, to minimise disruption to bus services and other traffic leaving and entering Oban. There will be amnesties to allow the remaining bus services and any other stacked traffic through the site. The road will then be closed again after the last bus and will re-open hourly, on the hour, to release traffic. The road should then be open again by 0600hrs each morning. In the second week the remainder of the works will be carried out under a 10mph convoy. This will start at 1900hrs and again should be finished by 0600hrs the next morning.

Become involved in social science research

Scotland’s Administrative Data Research Centre (ADRC-S) is looking for volunteers to join their Public Panel. The ADRC-S, together with with other centres for England, Wales and Northern Ireland, wants intelligent research to benefit society and quality of life. The Public Panel will put the views of the public at the forefront of ADRC-S activities. Mock Wedding 5th September 2015

The mock wedding of The Land Baron and Delores Daphne Tart took place on 5th September 2015. Ward boundary changes consultation

The Local Government Boundary Commission for Scotland is currently consulting with the public as part of its Fifth Electoral Reviews. There is good background here and a longer explanation here (download .pdf).

In short, the Boundary Commission rejigs boundaries based on population (and projections over the next 5 years). This review is giving extra emphasis to areas of deprivation, allocating more councillors to more deprived areas. Because some councils will have more councillors and the overall number is not increasing, some must have fewer. Argyll and Bute will have 33, down from 36. One of the wards that will have one fewer councillors is Oban North and Lorn – the ward that contains Lismore. The boundaries are changing and this ward will be considerably smaller. A public consultation began on 30th July 2015 and will run until 22nd October 2015. If you would like to comment, there is a link on the map page above.

Trust EGM to change the Articles

Lismore Community Trust's Mem and Arts sub-committee has now completed a thorough review of the Trust's articles of association (the rules by which the Trust is run). The Board is now ready to consult the Trust's members and so has called an Extraordinary General Meeting for 10th September 2015. More details can be found here. You can also compare the current articles with the proposed articles. The Articles of Association is a very important document and the Board hopes that as many members as possible will attend the meeting.

Her Majesty's Inspectorate of Constabulary in Scotland (HMICS) is undertaking a review of police call handling across Scotland following the tragic incident involving the deaths of John Yuill and Lamara Bell. The Argyll and Bute Health and Social Care Partnership is working on a strategic plan and is looking for our views. There is a short pamphlet here and the (31 page) outline plan here. Section 4 (starting on page 21) is titled What will it all look like in 2019/20 and is worth a look. There are copies of the pamphlet and a single copy of the outline plan in the shop. If you would like your own copy of the outline plan, there are details on how to get one near the end of the pamphlet.

Island Groups Confer

At a session in the Hall on 18th June, representatives of formally constituted groups in Lismore discussed the potential benefits of sharing a vision for the future, in a strategic island plan. They also explored how groups could work together.

The meeting was hosted by the Community Trust, and facilitated by Dave Allan and Susan Paxton of the Scottish Community Development Centre.

There was general support for taking this initiative forward, and the Trust will be establishing a Sub-committee to focus on this work. There were many expressions of interest in contributing to this.

It was acknowledged that this was a first step in engaging the whole community - and one of the early tasks of the Sub-committee will be to map out how such involvement can best be undertaken, bearing in mind much work that has gone before. These are processes which cannot be rushed, but the Trust is committed to working with and on behalf of all parties to enhance the quality of life for everyone on Lismore.

Lismore Energy Audit

In 2014, the Energy Group of the Community Trust successfully applied to the Scottish Islands Federation for grant funding to conduct an Energy Audit of the island This work was concluded in the Spring, and the Board received the final version in May. A hard copy is in the Trust folder in the shop, or it may be viewed here. The various suggestions and recommendations for action will be given dedicated consideration by the Trust Board over the Summer.

The Board wishes to record its sincere thanks to Douglas Thorburn and Liz Buckle who undertook the substantial work involved in this study; and then donated the funds secured to the Trust, amounting to over £1.000.

Public Meeting about Out of hours and Emergency Healthcare

The public meeting about out of hours and emergency healthcare on 3rd June 2015 was well attended with the full Community Council and over 30 other islanders having their questions answered. A number of issues was raised including a nurse for the island, female doctors, the legal position of first responders and, particularly NHS 24. It was agreed that it would be useful to invite a representative of NHS 24 to the island to explain how the system works.

Calmac Community Engagement Meeting

22 islanders attended the meeting in the Hall on 3rd June 2015 to hear about the progress of the ferries contract that starts in 2016. Robbie Drummond, the Bid Director, explained the process and then the meeting was opened up to questions. A number of issues was raised including drinks on the ferry, Road Equivalent Tariff, the north end ferry, petrol, disabled access, electronic signs and wifi on the ferry. The Calmac representatives are keen to find out what we think. There is an online feedback form so that you can make your views known. The form also contains a useful couple of paragraphs on the contract.

Plant Sale Report

Thanks to everyone who supported the Plant Swop and Sale in the Hall on Saturday 23rd May. Home produce was not restricted to vegetable seedlings and plants; there was baking, confectionery, jam, soap and Salen Beef and Lamb available, and customers and producers went home happy. A special ‘thank you’ to the growers who donated their produce, and to Dot Hay, Mary and Emma Walker who worked tirelessly in the kitchen helping with the teas.

The Energy Group are planning a Produce Sale later in the year so look out for the date when all those seedlings will be harvested. Donations from the Day were £121.94. This money goes towards Lismore Community Trust funds.

Give your views on local government

The Scottish Government is looking for our views on how local government should be funded in the future.

In 2014 the Local Government and Regeneration Committee of the Scottish Parliament produced a report on its inquiry into the Flexibility and Autonomy in Local Government in Scotland. One of the Committee’s key recommendations in that report called on the Scottish Government and Scottish local authorities to establish a cross-party commission to examine new ways in which to fund local government in Scotland. This is the Commission on Local Tax Reform.

The Commission has two ways in which you can contribute; an online survey and a call for written evidence (which can be by email, online or by post).

Broadband Presentation on 24th April 2015

Lismore Community Council and GigaPlus Argyll (GPA) arranged a very interesting event. Campbell Cameron of Community Broadband Scotland introduced the evening and then handed over to Bob Cornish of Appin Community Trust who made a very convincing case for not getting left behind with regard to broadband speeds. He then passed over to Richard Thorne, a project manager with GPA. Richard described the progress that has already been made and explained what will happen next. Campbell Cameron then spoke about Digital Scotland before opening the meeting to questions. A pdf file of the presentation can be found here. Rainfall for March 2015

We have received the following from CalMac

Good Afternoon All

We have a request to ship an excavator from Lochaline to Iona to be used on the repairs to the slipway at Iona. The only available vessel at present is the Loch Striven. The current proposal would be to use this vessel on 29th and/or 30th April so this would mean the Raasay would be on the Oban - Lismore run.
Can you please let me know if this will cause any major inconvenience to you?

Spring Cleaning and Clothes

The school would like to remind everyone who is spring cleaning that unwanted clothes can be recycled by putting them in the Rag Bag bin outside the school house. This raises money for school trips and activities. Please remember to put all clothes in plastic bags and then tie the bags. The Rag Bag bin is not waterproof and clothes that are not bagged get wet and mouldy and can't be used. Thank you.

The site has been set up to allow the Directors of the Trust to keep the Members informed of their activities and to encourage feedback and gather opinion.

They very much hope that members will leave comments so that they can gauge opinion on any particular or proposed activity.

This is not in any way meant to replace Community Consultation on projects. Full Community Consultation will still take place prior to proceeding with any major projects. It is only an informal platform to keep members up to date with what the directors are working on and to get some informal feedback.

School success at North Lorn Drama Festival

Lismore Primary School's amusing retelling of the story of Androcles and the lion in rhyming couplets was well received at the North Lorn Drama Festival in the Appin Hall on Friday 20th March. The adjudicator clearly enjoyed it as well as the play won three cups – the Mr and Mrs Hugh Grant Trophy for Special Endeavour for the costumes and stage decoration, the Duncan Sutherland Challenge Trophy for first in the Primary Schools group and the Rab MacDonald Memorial Trophy for Best Comedy Moment for a scene involving a pizza delivery van (you have to see it!). Well done to all concerned.

Solar Eclipse on 20th March 2015

There will be a solar eclipse this Friday (20th March 2015). The moon will pass between the sun and earth and, from here, about 94% of the sun will be covered. The next one visible in the UK will be in 2081, so if you want to see one, this is probably it. There is good information here and some more (attractive) here.

Safety is very important. There is advice here and here but Don't look directly at the sun, at all, even for a second.

Medieval Lismore 7th – 9th August 2015
